What is actually says is the clients of body rub spas MUST shower (municipal code chapter 545) and that holistic spas can have showers. HOWEVER, right now, they are not enforcing that body rub customers must have showers before a session. They are choosing not to enforce chapter 545 of the municipal code requiring showers before body rub sessions because the showers are to be closed.

"Currently, the City bylaw, Municipal Code Chapter 545 – Licensing, requires clients to shower before receiving services in Body Rub Parlours (municipal code chapter 545) and allows for showers and saunas in Holistic Centres. However, the Emergency Order requires that showers and saunas must be closed. The City will not be enforcing the requirements for clients to bathe prior to receiving service at Body Rub Parlours."

It is not the shower ban that they are not enforcing but rather chapter 545 of the municipal code requiring a shower that they are currently not enforcing.

6.Any baths, hot tubs, floating pools or sensory deprivation pods must be closed, unless they are used for a therapeutic purpose prescribed by, or administered by, a regulated health professional.
7.Oxygen bars must be closed.The Emergency Order was made under the authority of the Emergency Management and Civil Protection Actin response to the spread of the SARS-CoV-2virus.

So my interpretation now is the same as yours:

Clause 4, and the second last paragraph of the Notice, which I have "bolded" state that all showers (except for the very specific and unlikely stated exceptions) must be closed whether in Holistics or Body Rubs. And Toronto will not be enforcing the requirement that clients of Body Rubs must shower before a session.

If that is the case, as long as the State of Emergency is in force there will be no showers for staff or clients at Holistics and Body Rubs, at least for those spas who will comply with "no showers" regulation.

Please correct me if I'm wrong.

There are likely tens of thousands of "personal care" establishments in the city. Common sense would dictate they don't have enough time to police who is taking a shower.

showers are to be closed in the typical massage room setting BUT they will not be enforcing the “you must take a shower first rule” for body rubs

in other words, although showers are supposed to be closed in the massage room - just play on

Just texted an mpa who works at a holistic spa who I've known for a long time. It's south of Steeles. She says no problem with the communal shower. Masks on til in the room, and then business as usual.
