No limit in the city of Richmond Hill. Spas can challenge the zoning by laws. The chance of winning is very slim. They can argue the zoning violates the charter of right. I am sure the city will use ads to show the semi legit spas are indeed illegal

Because the attendants all need to get a license tied to the spa. That creates 2 problems. First, they can’t work at another spa which many do today. Second, many mpa’s view that license as a “whore license” and don’t want to carry that label.

My guess is theyll up the cap and the cost and print money. They know what the spas make and can afford to pay, they will price it just right to squeeze without killling.

Gov is experts at this.

I doubt they will raise the limit. There is no public demand for it. There is also more pressing concerns in the city. It’s just easier to ignore this - unless you are in RH
